Dear Manoj ji..
The essential thing we must do is to urge the govermnent to ban venyle billboards like it was earlier or to impart greentax duties (extra taxes which is needed by the goverment to remove or upcycle venyle boards. Encourage cloth/paper bill boards. The green tax towards the flexes are to be borne by the flex making companies, printers and also from users then they'll become a bit more expensive and also impart a time frame for exhibiting bill boards and has to be removed on end of the permit. If not per day duties has to be charged from the user.

For those companies who need huge hoardings, let the government own and lease out such LED hoardings with solar charges display units. It'll be a huge revenue source for the government too.

Please follow the link to find some way to upcycle the existing bill boards.
